老年公寓的建设应该适合老年人，必须要有配套齐全的公共设施，实际上应该是集住宿服务、膳食服务、医疗服务、娱乐休闲服务、购物服务和交通服务为一体的一座"老人城"等特别是拥有具备抢救、治疗、健康咨询和安养四大功能的医院。政府应该按照规划要求，定期进行老年公寓的专项财政拨款。并纳入国家和城市的总体规划，以保证老年人对住房的需求。
